The Recommendation of Nigeria Public Service Leadership Reaserch and Capability (PSLC) provides guidance for governments to ensure their public services are well-equipped to address current policy challenges and adapt to future needs under this framework, Jigawa State Governor Umar Namadi has been recognized as the winner of the best civil-friendly public servant

The study aimed to identify strategies for improving public service functioning in delivering key performance indicators by fostering innovative thinking and delivering tangible results.

COMMEMORATING THE 2024 UNITED NATIONS PUBLIC SERVICE DAY 23rd JUNE 2024.

Theme: FOSTERING INNOVATION AMID GLOBAL CHALLENGES: A PUBLIC SECTOR PERSPECTIVE

PRESS STATEMENT PRESENTING THE SUMMARY OF THE REPORT OF THE NIGERIA PUBLIC SERVICES LEADERSHIP RESEARCH AND RECOMMENDATIONS FOR PUBLIC SERVICE LEADERSHIP ENCOURAGEMENT AWARDS

Introduction

Consequent upon the genuine intention of the Tinubu administration to work effectively in order to realize their deliverables as captured in the performance bond signed by the Ministers, it became incumbent on the Public Sector Leaders – Ministers and Heads of Department and Agencies [MDAs] of Government to brainstorm on strategies needed to efficiently function so as to deliver on key performance Indicators by demonstrate innovative thinking and an unrelenting focus on results.

As a result of this and as an advocacy follow-up, the Higher Education leadership and Policy project [HELP], a research, Development Policy and Executive Education based consulting firm launched the “Public Service Support Advocacy Project [PSSAP]” that conducted series of interviews and discussion based study research with public service critical stakeholders including retired and serving Public Service Leaders. The study was preceded with a preliminary consultative research among a wide range of experts taken strategic inputs and advice from public, private and third sector perspectives on how “Public Service Leaders can be as effective as possible in the complex and challenging environment in which they operate”.

Focus of the study

Basically, the focus of the study was to find out what the “Nation’s Public Service Leaders” think we should learn from their experience in their various Public Duties most especially as it relates to their potentials to fully understand their mandate, vision and mission to develop the goals and roadmap for the purpose of transforming the productivity and outcomes of the services they lead in their various duty post in the service to Nation building.

Outcome of study

The outcome of the study suggests that improving the Nation’s public service delivery outcomes depends largely on how effectively and collaboratively current and emerging public service leaders of our various Institutions can form strong synergy and partnerships across their various organizational boundaries as a professional networking group so as to enhance new and effective leadership across the boundaries that define them, so that they can tackle today and tomorrow’s challenges together. In this regard, the study noted that this process to foster organizational/institutional collaboration would require time, strong Government commitment, investment in capacity building and research support.

Challenges noted by the study

The study noted what the Public Service leaders find challenging & these are:

– The most difficult challenge faced by Public Services Leaders is that Public service environment is complex and cross-cutting.

– Public Service Leaders also feel very exposed by their new responsibilities, and are not sure where to turn for support when issues arise.

– Networks between public service leaders are underdeveloped and hence they don’t get the privilege to support each other, share practice and learn from experience.

Recommendations

This study recommends that:

– A more robust and effective cross organizational/institutional collaboration among the Public Service leaders need to be encouraged as this will serve as a source of considerable public service development support and value.

– That Government should create a new Civil Service – Public Service leaders program designed to enhance and give these leaders the skills, knowledge and behaviors they need to fulfill their potential.

– That Government should establish a professional network for these leaders to support each other, share best practices and learn from the experience of others.
